You can sell nearly any car (except emergency vehicles) by visiting one of the Los Santos Customs garages located around the city. Each garage is denoted by a spray can icon on the map you can pull up by hitting the options button. Upon arriving at any Los Santos Customs location, drive through the garage door to see a list of options.

Scroll down this menu until you see the sell tab. Hit X to see a preview of how much you will make by trading in your vehicle. There is a fixed price for vehicles stolen from the streets. As for the custom cars you purchase, expect 60 percent of the total value. That includes the base price and cost of any upgrades you applied along the way.
